Is there a way to make my hub page mobile-compatible using CSS or HTML?

Hello,

I am currently working on updating our hub (CRCHD Supplements Cafe) and was hoping to create a responsive design so that it was compatible with mobile devices and/or accessibility tools.  My text does adjust when I modify the browser window, but on my mobile device (OnePlus 5 Android) the text remains quite small (though it does adjust a bit when I use the accessibility function to increase text size, though not enough to be of use to someone with a vision impairment, for example)

I have tried including the viewport meta element 

<meta name="viewport" content="width=device-width, initial-scale=1.0"> and variations thereof, but it does not seem to make any difference.

Is this type of function simply not supported within the Hub?  Has anyone found a workaround?
